    IHRC Urges Tinubu to Consider Clemency for Abba Kyari

The International Human Rights Commission (IHRC) office in Nigeria has formally appealed to President Bola Tinubu to consider granting a presidential pardon to the suspended Deputy Commissioner of Police, Abba Kyari, citing critical national security concerns and the growing need for experienced operatives in the fight against crime and terrorism.

The call for clemency was made through an official statement issued by the Head of Diplomatic Mission, Duru Hezekiah, and distributed to members of the press during a media briefing in Abuja. The statement emphasized that the security situation in Nigeria is deteriorating at an alarming rate, with escalating cases of terrorism, kidnapping, armed robbery, and other forms of organized criminal activities threatening national stability.

Hezekiah explained that the recommendation to reintegrate Kyari into national service was not being made lightly. He noted that Kyari’s prior experience and tactical expertise in handling complex criminal cases, particularly in the area of counterterrorism and organized crime, could be a valuable asset to the nation at a time when insecurity is spreading across various regions.

The IHRC made it clear that their appeal is not intended to interfere with the ongoing legal process or influence the judiciary. Rather, it is a suggestion that the President consider exercising his constitutional power of clemency, should it be deemed appropriate and legally permissible. The organization added that any pardon must be conditional, subject to legal oversight, accountability mechanisms, and ethical standards.

The statement further referenced Section 175 of the 1999 Nigerian Constitution, which grants the President the authority to issue pardons and reprieves in certain situations. The commission pointed to international precedents where individuals with critical skills were reintegrated into security systems under conditional clemency frameworks to serve broader national interests.

The IHRC also stressed that such clemency, if considered, should not be misinterpreted as an act of forgiveness or a dismissal of wrongdoing, but rather as a strategic national security measure. The organization advocated for a balanced approach, where justice and accountability coexist with practical efforts to enhance public safety.

Kyari, once celebrated for leading several high-profile anti-crime operations, including the arrest of notorious kidnappers and armed robbers, is currently facing prosecution by the National Drug Law Enforcement Agency (NDLEA) over alleged involvement in drug-related offenses. His arrest and ongoing legal battle have attracted widespread attention and polarized public opinion.
