NCAA: KWAM 1’s airport conduct may qualify as terrorism abroad

The Nigeria Civil Aviation Authority (NCAA) has condemned the actions of Fuji legend Wasiu Ayinde, popularly known as KWAM 1, describing his recent airport conduct as a serious breach that could be regarded as terrorism in many parts of the world.


   

Mike Achimugu, NCAA’s director of public affairs and consumer protection, made the remarks during an interview on Arise TV.


   

He said passengers must always comply with instructions from airport officials and maintain respect for aviation protocols.


   

“Your first responsibility at the airport is respect and obey instructions from the officials on ground. The passenger (KWAM 1) has not done that,” Achimugu stated.


   

“What he did in most climes is considered terrorism. You cannot stop an aircraft from taking off. There is nothing that excuses it,” he added.


   

The NCAA official revealed that an investigation is underway to determine how the musician gained access to the restricted area where the incident occurred. He noted that all individuals found responsible will face appropriate sanctions.


   

He also explained that the probe will involve cooperation among key aviation bodies, including the Federal Airports Authority of Nigeria (FAAN), the Aviation Security Service (AVSEC), and the Nigerian Airspace Management Agency (NAMA).


   

“Did the air traffic control clear the pilot to fly seeing that it was not safe for her to proceed? All of these questions will be answered during the course of the investigation,” Achimugu said.


   

On August 7, the NCAA petitioned the attorney-general of the federation and the inspector-general of police, calling for a thorough investigation into the matter involving KWAM 1 and ValueJet airline.


   

According to the authority, during a scheduled ValueJet flight VK201, the Fuji star allegedly engaged in actions that breached Nigerian civil aviation regulations.


   

Pending the outcome of the investigation, Wasiu Ayinde has been placed on a no-fly list.


   

   

NCAA sources say the agency’s immediate priorities are to establish a clear timeline of events, review CCTV and access-control logs, and interview staff and crew present at the scene. The investigation will seek to determine whether security protocols were bypassed and whether any airport staff or contractors aided access to restricted zones.


   

Representatives of ValueJet have been contacted by regulators and are expected to cooperate fully. The airline will be asked to provide the flight manifest, crew statements, and any internal incident reports. ValueJet’s response and any disciplinary measures it takes will form part of the broader inquiry into operational and security lapses, if any.


   

Legal experts say that, under Nigerian aviation law, actions that interfere with the safety or operation of an aircraft or obstruct crew operations can attract severe administrative and criminal penalties. If the probe finds wilful interference or threats to flight safety, prosecutors may pursue charges in addition to administrative sanctions such as fines, suspension of licences, or prosecution under anti-terrorism statutes where applicable.


   

Airport stakeholders have noted that high-profile breaches tend to draw swift regulatory attention because they can undermine passenger confidence and international perceptions of aviation safety. The NCAA’s characterization of the conduct as potentially tantamount to terrorism underscores the seriousness with which authorities view any action that could compromise the secure movement of aircraft and passengers.


   

Sources close to the aviation community said the probe will also examine whether existing perimeter controls and passenger screening procedures are adequate, and whether additional measures — such as improved access badges, closer monitoring of celebrity and VIP movements, or enhanced coordination between airlines and AVSEC — are needed to prevent recurrence.


   

Public reaction has been mixed. Some commentators called for a firm but proportionate response that upholds the rule of law while ensuring due process for the accused. Others emphasised the need for a transparent investigation that protects both passenger rights and aviation staff. Civil society groups urged that any sanctions be grounded in established regulations and not driven by media pressure alone.


   

NCAA officials said they will make interim findings public where appropriate, but cautioned against premature speculation while evidence is being collected and verified. They reiterated their commitment to work with law enforcement, the attorney-general’s office and other partners to ensure any breaches are dealt with in line with the law.


   

The agency also encouraged airport users to report suspicious behaviour and to obey instructions issued by airport authorities, stressing that the safety of flights and passengers depends on collective compliance with security procedures.


   

As the investigation proceeds, observers say the case may prompt renewed attention to airport security practices and to protocols governing access to airside areas — particularly where celebrities or public figures are involved — to ensure that respect for safety protocols is upheld at all times.
